Msk Blackout

Triggers a city-wide weather blackout miniheist that lets players cause a power outage through hacking and skill checks. Works with ESX 1.2+ and QBCore.

Exposes powerOn and powerOff events so other scripts can react, for example by suppressing job notifications during outages. Optional door unlock support is available through ox_doorlock or doors_creator.
